Haryana Govt Launches ‘H-HUB’ Startup Incubator in Gurugram, Announces Rs 2,000 Cr Fund of Funds

On September 5, 2025, Haryana Chief Minister Nayab Singh Saini unveiled plans for H-HUB, a premier incubator set to rise in Gurugram. This facility will be developed in partnership with leading startups, corporates, and top educational institutions.

Startups joining H-HUB will have access to:

  • Plug-and-play workspaces
  • Meeting rooms
  • High-performance computing resources
  • Innovation labs
  • Prototyping centers for product development

These assets are engineered to accelerate research, entrepreneurship, and scale-focused innovation across Haryana, putting the state firmly on the national startup map.


Pro-Business Policies: Semiconductor and GCC Initiatives

Haryana is rolling out two pivotal new policies:

  • A dedicated semiconductor manufacturing policy aligning with India’s national vision, aiming for global leadership and investments.
  • A Global Capability Center (GCC) policy, positioning Gurugram as an international GCC capital and inviting multinationals to set up tech and service hubs.

Industrial Model Townships: Expanding Infrastructure

The state’s 2025–26 budget earmarks:

  • Ten new Industrial Model Townships (IMTs) across Haryana
  • World-class infrastructure for startups and industries
  • About 20,000 acres of land volunteered by landowners, streamlined by the e-Bhoomi portal

A Startup Landscape Grounded in Diversity

Haryana ranks seventh in India for recognized startups, with more than 9,100 ventures, including 19 unicorns. Strikingly, women lead about 50% of these startups, reflecting robust gender inclusivity.


AI Hubs, Local Incubation, and Women Entrepreneurship

New AI hubs are rising in Gurugram and Panchkula to fuel AI-driven innovation. Incubators will be established across all industrial estates, offering mentorship, resources, and critical networking. In partnership with NITI Aayog, Haryana will launch a Women Entrepreneurship Platform to deliver training, mentorship, funding, and market access for women founders.


Entrepreneurship, Incentives, and Skills

On August 21, 2025, new programs were launched:

  • The Haryana State Entrepreneurship Commission, aiming to triple startup numbers
  • Entrepreneurship Fortnight (Aug 21–Sep 4): debates, seminars, contests, and slogan competitions with up to ₹1 crore in cash prizes
  • District centers of excellence, internships for 2,000 youth with stipends, and financial incentives for skill competition winners

Vision 2047: Haryana’s Ambitious Future

In May 2025, the CM shared the Vision Document–2047:

  • Aiming for a $1 trillion state economy
  • 50 lakh new jobs
  • Creation of a “Department of Future” for AI, robotics, and quantum tech
  • The Haryana AI Mission and a ₹2,000-crore Fund of Funds for startups
  • Modern workforce upskilling and legal reforms via the Jan Vishwas Bill
